Stephanie Carter

Stephanie leads HealthConsult's Program Review & Evaluation practice. With a Master of Evaluation from the University of Melbourne and over 12 years' experience in designing and conducting evaluations and policy projects across the health, ageing, and human service sectors, Stephanie provides pragmatic advice and actionable recommendations to improve the effectiveness of government programs.

Stephanie’s superpower

Stephanie’s passion (she's also really good at it!) is using mixed-methods participatory evaluation approaches, leveraging her expertise in quantitative and qualitative research to deliver practical insights that improve programs and services for vulnerable communities.

How she got here

  • Designed and led the evaluation framework for the Single Employer Model trials for the Australian Government Department of Health and Aged Care
  • Expanded the National Aged Care Mandatory Quality Indicator Program into Home Care for the Australian Government Department of Health
  • Designed and implemented the Residents' Experience Survey and Expansion Trials for the Commonwealth Department of Health and Aged Care
  • Expanded the National Aged Care Mandatory Quality Indicator Program into new staff indicators for residential aged care for the Australian Government Department of Health
  • Evaluated the National Dementia Support Program for the Commonwealth Department of Health and Aged Care
  • Evaluated the Home Care Workforce Support Program for the Commonwealth Department of Health and Aged Care
  • Developed the program logic for aged care regulation for the Commonwealth Department of Health
  • Created the evaluation framework for the new Aged Care Quality Standards for the Commonwealth Department of Health
  • Developed the evaluation framework for activities to support the new Aged Care Quality Standards for the Aged Care Quality and Safety Commission
  • Designed the risk profile model for aged care services for the Commonwealth Department of Health
  • Investigated the challenges of remote aged care for the Commonwealth Department of Health
  • Previously, Stephanie was responsible for designing and leading evaluation and research projects at the National Disability Insurance Agency.
