Janine Kuehlich
Janine is an Associate Director in HealthConsult’s Digital Health practice. Janine has over a decade of experience leading large-scale design and transformation programs across health, aged care, employment, and environmental portfolios in Australia and internationally. Her background spans genetics research, urban systems thinking, social research and behavioural insights, enabling her to translate complex systems into human-centred policy, services and digital experiences.

How Janine got here
- Led the design and delivery of the Future Design Architecture for the Aged Care Reform Program at the Department of Health, Disability and Ageing, including the theory of change, operating model and service blueprint, and developed a Design and User Experience Assurance Capability to govern digital experience compliance.
- Designed a new training program for assessors at the Aged Care Quality and Safety Commission using a user-centric, risk-based model, which earned an Australian Good Design Award (2024).
- Facilitated co-design of the Wrap Around Primary Care for Frequent Hospital Users Program for the Department of Health and Aged Care, balancing clinician, consumer and policymaker inputs to shape funding and service model decisions.
- Served as Senior Service Design Lead on the Workforce Australia Digital Service Transformation (NESM) program, delivering the digital service blueprint underpinning the national platform.
- Led the Whole-of-Government Provider Portal Blueprint, developing a future-state strategy, governance framework and operating model for provider management across veterans, aged care and disability portfolios.
- Directed multi-agency engagement on the ICT Harmonisation Program for the Department of Health, Disability and Ageing, ACQSC, NDIA and DVA, embedding informatics-driven governance and assurance into provider digital services.
- Led national and international human-centred design programs across Australia, New Zealand, Kenya and Nigeria, including projects funded by USAID to strengthen maternal, child health and nutrition outcomes through social and behaviour change communication.
