Celia is an Associate Director in HealthConsult’s Policy, Strategy & Planning practice. For 15 years Celia has helped governments, businesses and community groups across Australia, Southeast Asia and the Pacific turn good ideas into workable programs. Whether it’s expanding digital access in regional NSW or backing women-led small businesses in Cambodia, she brings clear thinking, steady project leadership and a focus on results. Celia pairs her hands-on experience with a Master’s in Community & International Development and PRINCE2 credentials.

After steering both a fast-growing social enterprise and high-profile consulting engagements, Celia has learned how to sift through reams of data, pull out what matters, and frame it in language that busy decision-makers trust. Then she moves from paper to practice—bringing funders, government officials, community groups and private-sector players around one table and keeping them aligned until the results are delivered.
How Celia got here
- Led the Digital Connectivity Business Case for Destination Sydney Surrounds North, synthesising 300+ pages of modelling into a 155-page public case that is shaping NSW Government investment decisions.
- Directed a supply-chain and ecosystem review for an offshore-wind project in the Hunter region, mapping a decade-long pipeline of infrastructure and identifying capability gaps and partnership opportunities.
- Designed and delivered Newcastle’s largest community consultation, producing the insights that now guide the city’s flagship Newcastle 500 event.
- Managed a gender-pay-gap diagnostic for a 1,200-staff energy utility, coupling payroll analytics with organisation-wide engagement to inform its 2024 Gender Strategy.
- Secured NSW funding and authored a business case for an Indigenous men’s drug-and-alcohol rehabilitation facility, charting operational models and phased delivery.
- Co-founded and scaled SHE Investments from start-up to a 35-person social enterprise supporting 1,500+ women-led MSMEs, winning ASEAN’s “Best Incubator/Accelerator” (2022).
- Advised UN ESCAP, USAID and Oxfam on gender-lens entrepreneurship, developing digital-literacy and finance pathways for women across Southeast Asia.
- Pitched and led the DFAT-funded IMPES initiative, creating a region-wide impact-measurement toolkit for entrepreneurship-support organisations.
