Brendan Roche
With 15+ years of experience supporting the Australian Government in the design and delivery of major policy reforms, Brendan has been instrumental in shaping initiatives such as My Aged Care, Carer Gateway, and Head to Health from their original service concepts to business cases and implementation. His extensive expertise in policy and program design within the Australian Government context, combined with his ability to lead multidisciplinary teams, has enabled him to deliver reform programs of national significance.

Brendan has seen the policymaking process from all angles - public servant, Chief Strategy Officer and management consultant. This unique perspective lets him blend creative problem-solving into HealthConsult’s evidence-based methods. As a result, he comes up with innovative solutions to tackle complex issues in health and aged care.
How he got here
- Led the delivery of the expansion of the National Aged Care Mandatory Quality Indicator Program to include additional quality indicators for providers of residential aged care for the Department of Health and Aged Care
- Led the co-design of a new incentive program to better support frequent hospital users for the Department of Health and Aged Care
- Led the design and establishment of a new service delivery model to deliver the first ever national survey of residents of residential aged care facilities for Access Care Network Australia
- Led the design of a new service delivery model for community health services in Australia's remote indigenous communities for the Department of Health and Aged Care
- Led the design of a new digital employment platform to better support job seekers and leverage the latest technologies for the Department of Education and Workplace Relations
- Led the design (and its subsequent delivery) of a new online mental health portal (Head to Health) that would give Australian consumers and carers the tools and information they needed to successfully navigate the digital mental health system for the Department of Health and Aged Care
- Led the design of the Carer Gateway, the Government’s system of support and services for Australia’s 2.7m carers for the Department of Health and Aged Care.
- Led the design of a new service delivery model (Regional Assessment Service) to ensure equitable access to community aged care services for the Department of Health and Aged Care.
- Led the Aged Care Gateway Program, a $400m investment across multiple projects/vendors to support the Government’s $15 billion+ Aged Care Reform Agenda. Major milestones included the delivery of a $250m+ IT system and 300+ seat contact centre.
