Review of the Victorian Eyecare Service

The Victorian Department of Health and Human Services engaged HealthConsult to review the Victorian Eyecare Service (VES).  The VES is a Victorian Government initiative that provides subsidies for visual assessments and visual aids to eligible Victorians.  The VES is delivered by the Australian College of Optometry (ACO) who ensure that key objectives of the VES are achieved.  The aim of the project is to undertake a comprehensive independent review of the VES to assess the impact of current issues facing VES and the needs of the target groups to inform planning for sustainable, person centred delivery of VES.  The project involves review of the VES documentation and data sources (including prior reviews of the VES), development of a Program Logic Model and supporting Review Framework.  The Review itself will involve extensive stakeholder engagement with ACO staff, private optometrists, key stakeholder groups (including groups representing users of the VES) through the use of a mixed method data collection strategy comprising interviews, case studies, focus groups and surveys.  The project commenced in December 2017 and is due for completion in June 2018.
