Estimation of the volume of non-admitted patient services likely to be funded under ABF (2011)

The (then) Department of Health And Ageing (DoHA) engaged HealthConsult to estimate both the volume of non-admitted patient activity that is likely to be funded under activity based funding (ABF), and the quantum of activity that might be attributable to differences in counting rules across states/territories. Historical data on non-admitted services were obtained from jurisdictions and analysed using the NHCDC Tier 2 classification system to draw conclusions. The study was done in the context of the work program of the national ABF Non-Admitted Care Advisory Working Group (NAWG). The project commenced in May 2011 and was completed in September 2011.
