Development of an ABF model for Tasmania (2012)

The Department of Health and Human Services (DHHS) engaged HealthConsult to develop an activity based funding (ABF) model for Tasmania in the context of the national implementation of ABF according to the Independent Hospital Pricing Authority’s (IHPA) pricing model. The objective was to build a bespoke model that set budgets for each Tasmanian Health Organisation (THO) based on the target volumes of services to be funded, which are determined in accordance with the State Purchasing Plan. The model was designed for the whole THO covering both ABF and non-ABF funded services (block grant hospitals and community based services). Models were built to determine budget allocations for 2013/14 and 2014/15. The project started in November 2012 and was completed in December 2013.
