Development of Activity Based Funding in Community Service Obligation Hospitals (2010)

The (then) Department of Health and Ageing (DoHA) engaged HealthConsult to develop infrastructure to support the counting and costing of the services provided by community service obligation (CSO) hospitals (typically small regional, rural or remote hospitals) with a view to assessing the potential for implementation of activity based funding (ABF) in these hospitals as part of the national health reforms. The study prepared a CSO hospital profile framework, populated the framework for all potential CSO hospitals using existing data (from national data collections) as well as data collected through a purpose-designed CSO hospitals’ survey, and proposed and tested a definition for CSO hospitals. The project commenced in June 2010 and was completed in March 2011.
