Analysis of the impact of a Rule 3 Exemption for HIV/STI testing in a high risk population (2016)

The Department of Health engaged HealthConsult to evaluate the potential impact on the Medical Benefits Schedule (MBS) of extending a Rule 3 Exemption to testing for human immunodeficiency virus (HIV) and sexually transmitted infections (STI) in high risk men who have sex with men (MSM) population. The project involved a review of clinical practice guidelines and an analysis of the potential impact to the MBS of removing barriers to HIV/STI testing. The request for a Rule 3 Exemption will be considered by the Pathology Clinical Committee of the MBS Review Taskforce. The project commenced in March 2016 and was completed in May 2016.
